The biggest single mistake cities make, is to buy from an equipment vendor without an operator attached. WE HAVE A LIST of cities having made this mistake.
Vendors Sell Equipment! Once cities buy the equipment, the responsibilities end! Vendors extol the virtues of their Telecom systems, constantly. Their jobs depend on selling YOU equipment. In the industry, we are used to this type of persuasion. But, once the equipment is selected and bought by an unsuspecting city, it had better work! USUALLY DOESN'T.
Cities only work with an equipment vendor once. Operators work with the equipment companies every day, as they have other/future projects. Warranty enforcement and accountability for a working system are a snap! In this case, vendor/operator is responsible for seeing that the equipment works, maintaining and operating it.
